Evaluation of Pre-Vocational Training Pilot

Headstart was one of a series of Pre-Vocational Pilots funded by the Department for Education & Employment. It ran from May 1996 to March 1997 and its aim was to enable unemployed people with a wide range of learning and/or behavioural problems to access specific training that would enable them to participate more fully in the labour market.

The evaluation, undertaken with Abrams Research Consultants, had the following components:

Analysis of monitoring data.

A face-to-face survey of Headstart participants, using a structured survey tool.

Face-to-face, semi-structured consultations with training providers, Chamber staff and Employment Service staff.
